When adaptive use is an appropriate part of a replacement project for a historically significant bridge, the district, in consultation with the Environmental Affairs Division (ENV), solicits adaptive use proposals through a marketing effort during the project development process. A decision regarding selection of an adaptive use proposal for a historic bridge will be made by ENV and the Bridge Division (BRG) in consultation with the State Historic Preservation Officer (SHPO) of the Texas Historical Commission (THC) and with input from the Historic Bridge Team (HBT), based upon a proposal or proposals submitted by the current owner or prospective owners. (See Chapter 1, Section 1 for information about the HBT.) Upon selection of the highest and best reuse proposal, the selected entity, whether the current owner or prospective owner, will be referred to as the recipient.
Immediately subsequent to selection of a proposal, the recipient must expand the proposal as necessary to include a conceptual plan for preservation of the historic bridge. The conceptual plan should be developed by the recipient in consultation with the state and shall include the following:
- a written description of how the recipient will use the bridge
- the proposed location of the bridge
- a description of any modification, restoration, and/or preservation work on the bridge.
The state and the party or parties involved, with the concurrence of the SHPO, will agree upon the selected proposal and conceptual plan prior to final execution of a historic bridge agreement/amendment among the parties involved. The proposal and plan will be included as Exhibit A of the agreement/amendment. (See Chapter 3, Section 2.)
