Manual: Highway Safety Improvement Program Manual

Purpose
The purpose of this manual revision is to:
- change the title of the Hazard Elimination Program Manual to the Highway Safety Improvement Program Manual.
- add section (Section 1) containing information on the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and the establishment under the Act of the Highway Safety Improvement Program (HSIP).
- add information to describe program categories for the HSIP and their associated requirements and processes (Sections 2-6).
- update information related to the Hazard Elimination (HES) Program (Section 3) and add information on the new HSIP program category entitled the “High Risk Rural Roads (HRRR) Program” (Section 4).
- Add information on obtaining crash data and how it relates to the HSIP, and advise manual users of the transfer of the responsibility of collecting crash data from the Texas Department of Public Safety (TxDPS) to TxDOT (Senate Bill 766, Regular Session, 80th Texas Legislature) as stated in §550.062 of the Texas Transportation Code (Section 7).
- eliminate appendices in the Hazard Elimination Program Manual and reorganize information in sections in the renamed Highway Safety Improvement Program Manual (Sections 8-10).
Contents and Instructions
Remove and recycle the entire contents of the previous edition of this manual (known as the Hazard Elimination Program Manual) and integrate information on new legislation (SAFETEA-LU, SB 766) relating to Highway Safety Improvement Projects to create a revised and renamed manual (Highway Safety Improvement Program Manual).
Supersedes
The Highway Safety Improvement Program Manual supersedes the Hazard Elimination Program Manual.
