Section 2: Correspondence to Universities

Each university involved in TxDOT’s research program names an individual to serve as a liaison between TxDOT and the university for research-related correspondence. This individual is referred to as the University Liaison, and RTI directs all routine program-level communications to that person.
Examples of correspondence that RTI sends directly to University Liaisons include, but are not limited to:
- requests for proposals,
- executed project agreements,
- requests for modifications to project agreements,
- lists of overdue project reports,
- notification of approval or disapproval of researcher travel,
- notification of approval or disapproval of equipment purchases, and
- notification of Project Director’s decision or input on draft surveys or questionnaires.
Research Supervisors
Although RTI coordinates all program matters through the liaison, Project Directors have direct access to, and coordinate and communicate with, university Research Supervisors and technical staff on project specific matters. These communications usually concern technical issues.
Communications between Project Directors and Research Supervisors do not take the place of any communications or documents that universities are required to submit directly to RTI.
