The Texas Department of Transportation (TxDOT) Traffic Operations Division - Traffic Safety Section (TRF-TS) coordinates the development of priority traffic safety strategies, goals, and objectives for each program area using a strategic planning process. These strategies and goals are carefully identified through the problem identification process. State and local agencies as well as public and private organizations then develop projects that can support and implement those strategies, which are then included in the annual Highway Safety Performance Plan (HSPP).
Program area performance measures are identified for each goal and included in the annual performance plan. Program performance measures are changed and updated with each revision of the strategic plan, or more often, if required.

Program Area Goals, Performance Measures, and Strategies
The strategies, goals, and performance measures for each of the program areas can be found in the Texas HSPP. The specific objectives for the current planning year, as well as two to six out-years, depending on the year developed, are also included in the HSPP. In addition, a chart entitled Texas Traffic Safety Goals, Strategies, Performance Measures and Objectives, located under “Manuals & Reports” on the eGrants Resouces Page, provides the goals and strategies of the Texas Traffic Safety Program and includes the most current status of the objectives for the strategies and goals.
Each project included in the annual HSPP will address one or more of these goals or strategies.
