The Transportation Planning and Programming Manual is reviewed at the start of each fiscal year. Updates have been made to reflect current transportation planning and programming processes.

Chapter 3 – National Highway System is revised to add the results of a 2021 update to the system.
Chapter 4 – Public Involvement is revised to update the mission of the Public Involvement section. Updates and clarifications are made to the list of laws and regulations regarding public involvement. Changes are made to the list of Public Involvement section responsibilities. Information is added to the components of a Public Involvement Plan. Changes are made to legal and online notices for public involvement. Information is added to Limited English Proficiency considerations. Clarifications are made to public involvement training opportunities.
Chapter 13 – Data Management is revised to list the responsibilities of the Data Management section.
Chapter 18 – Freight Planning is added as a new chapter.
Chapter 19 – International Trade and Border Planning is added as a new chapter.
Chapters 5, 10 and 14 are revised with minor edits.
