The purpose of this manual notice is to advise readers and users of the Traffic Safety Program Manual that the name of the manual has been changed to Behavioral Traffic Safety Program Manual. In addition, the manual has been revised to reflect National Highway Traffic Safety Administration (NHTSA) approval to allow the option of virtual technology to accomplish some in-person activities and to add information to clarify and provide additional detail on Texas Traffic Safety Program processes.

In addition to the general changes discussed above, specific changes to the content of the manual include the following:

- Added information to subsection entitled “Internal Ethics and Compliance Required” in Chapter 1, Section 1, on processes for approving an agency’s Internal Compliance Program (ICP) for new agencies and agencies determined to be out of compliance. Anchor: #URCLQECD
- Added note to subsection entitled “Internal Ethics and Compliance Required” in Chapter 1, Section 1, to clarify specific conditions under which an agency can self certify its ICP. Anchor: #RHVQSUWB
- Added language to subsection entitled “STEP - Commercial Motor Vehicle (CMV) Proposals” in Chapter, 3, Section 3, requiring law enforcement agencies to document and report the number of warnings, citations and arrests made on Selective Traffic Enforcement Program (STEP) time to TxDOT at the end of each month or enforcement period. The additional language also stipulates that target numbers may not be established for STEP elements and that agencies will be determined to be in compliance as long as they maintain an average of one or more CMV stops during each hour of STEP-CMV enforcement. - Added notes to subsections entitled “Unallowable Costs” and “Equipment (400)” in Chapter 3, Section 6, to clarify that equipment regularly purchased under NHTSA grants may be subject to 2 C.F.R. §200.216, which prohibits purchasing items produced by certain companies. Anchor: #DLWIXOQL

- Added information to the subsection entitled “Grant Delivery Meeting” in Chapter 4, Section 6, to clarify that a grant delivery meeting is required within 30 days of the effective date of the grant for all types of grants and that the grant delivery meeting can be held in person or virtually at the discretion of the TxDOT Project Manager. - Added information to the subsection entitled “Approval for Payment” in Chapter 5, Section 4, to stress the importance that TxDOT assign a high priority to review and approve performance reports and Requests for Reimbursement (RFRs) for payment in a time period not to exceed 30 calendar days as long as there are no extenuating circumstances beyond TxDOT’s control to prevent the review and approval from happening. - Added information to the subsection entitled “Background” in Chapter 6, Section 3, to clarify that a project manager will conduct on-site monitoring to review project status, documents, and subgrantee grant management and financial records and systems, on-site monitoring should involve all project personnel with management or oversight responsibility for the project, including a financial representative, and that on-site monitoring may be conducted in-person or virtually at the discretion of the TxDOT Project Manager. - Added a note to the subsection entitled “DUNS and 2 C.F.R. Part 200 Compliance Page” in Chapter 7, Section 3, to notify subgrantees that by April of 2022, the federal government will stop using the DUNS number to uniquely identify entities registered in the System for Award Management (SAM), and that at that point, entities doing business with the federal government will use a Unique Entity Identifier (UEI) created in SAM.gov.
