The purpose for this revision is align the manual with the passage of HB 2422 in the 86th Texas Legislature and SB507 in the 87th Texas Legislature. Joint Trench Opportunity language was added due to the passing of HB 2422, revising Texas Transportation Code 201.671 to 201.673. The passage of SB507, adding Texas Transportation Code 250.002, allows broadband-only providers to use State right of way at no cost.

Chapter 1:
