Property Code, Section 21.046 provides for relocation payments and advisory assistance to displacees for any program or project undertaken by any State agency or political subdivision of the State. This section directs each agency to establish rules and regulations necessary to carry out provisions of the Public Law 91-646, and also authorizes payments and expenditures not in excess of those authorized by the Public Law 91-646.
