If the Highway-System is an Interstate Highway (IH) and the Roadbed-Id is a frontage road (X, Y, A, or B), follow instructions listed above for “Not IH or PA”. |
Administrative System Values—Indicates a highway route segment’s maintaining governmental entity and the relative size of the incorporated city, if any, where the route segment is:
Value |
Governmental Entity |
---|---|
01 |
State (rural) |
02 |
State (city 5000 or more) |

Census Place Number—Number assigned by the Bureau of Census to a population cluster, incorporated or not. For incorporated cities, the number becomes the city number. The value entered must exist on the Census Place Tables and Characteristics System (TACS) table.
City Number—Identification number assigned by TPP to each incorporated city, numbered sequentially in alphabetical order. The value must exist on the City Name TACS table.
Control Section—Identification numbers assigned by the Design Division to route segments on every highway in the state. Control numbers are usually multi-county in length and are sub-divided into section numbers that are single county or less in length.
County Number—Number assigned to identify each of the 254 counties in the state. The County Number must reside within the assigned District-Id.
District ID—Identifies the district office normally responsible for department operations in the area where a highway segment is located. If updating the District-Id within the given reference marker range, the system deletes all County Numbers and Boundary Type C values within that range.
Federal Information Processing System (FIPS) Urban Area Number—Identification number assigned by the Federal Highway Administration (FHWA) to each urban area which is incorporated into the FIPS:

To |
Area |
---|---|---|

Urbanized (population greater than 50,000) |
00601 |
00748 |
Small Urban (population from 5,000 to 49,999) |
Functional System—Indicates the FHWA-approved classification assigned to a route segment; describes its purpose and location. Among other things, functional class defines a highway segment's eligibility for Federal funding:

Highway Design Values—Two-character value which indicates a general category of service intended for a given roadway segment. The first character indicates if the route is a freeway, expressway, etc. The second character indicates whether the route has HOV lanes, a railway, etc. Values of the two characters may be combinations:

Highway Maintenance Status Values—Indicates the Maintenance Section responsible for performing maintenance on a particular segment of highway:
Value |
Status |
---|---|
01 |
State Maintenance, designated state route |
02 |
Local Maintenance, designated state route |
Maintenance Foreman Number—Number assigned by the maintaining district to the maintenance foreman who actually performs maintenance on a section of highway (in his/her and other assigned geographical areas).
Maintenance District—District office actually maintaining a segment of highway, regardless of location.
Maintenance Section—Number assigned to a section of highway in an assigned geographical area.
Metropolitan Planning Area (MPA) Number— Number assigned by FHWA to a specific area, surrounding and including an urbanized area, where the Metropolitan Planning Organization (MPO) has defined planning responsibilities. The MPA number on the entry screen must be in the Metropolitan Planning Area TACS table.
Metropolitan Statistical Area (MSA) Class Values—System-generated value indicates the road class of a route segment according to criteria. The MSA County TACS table determines whether the county is an MSA county:
