Construction Division (CST)—A Division of Texas Department of Transportation which oversees the highway construction and improvement program; provides service and expertise in materials quality and technology; and supports pavement management and pavement research projects. Office of Primary Responsibility (OPR)—The district or division office responsible for making decisions on behalf of the department with regard to use, classification, and protection of specific information contained on a resource. This manual explains, in each chapter, the responsibilities for making decisions regarding the use, classification, and protection of specific highway information contained on the TRM resource.
Office of Secondary Responsibility (OSR)—The district or division office with secondary responsibility for making decisions on behalf of the department with regard to use, classification, and protection of specific information contained on a resource. This manual explains, in each chapter, the secondary responsibilities for making decisions regarding the use, classification, and protection of specific highway information contained on the TRM resource.
Texas Transportation Commission—The five-member Texas Transportation Commission governs the Texas Department of Transportation, which is headed by an executive director selected by the commission (for more commission information click on this Internet address: http://www.dot.state.tx.us/transcom/default.htm). The commission is responsible for approving all highway changes.
Transportation Planning and Programming Division (TPP)—A Division of TxDOT which administers planning funds and collects data on the state highway system (for more TPP information click on this Internet address: http://www.txdot.gov/about_us/administration/divisions/tpp.htm). TRM is one of the data collecting systems.

Signed Highway—Consists of the Signed Highway System + Signed Highway Number + Signed Highway Suffix. TRM ties all roadway information and reference markers to this route in:
- System—Represents the posted designation approved by the Texas Transportation Commission for a segment of highway.

NOTE: Roadway link is the only exception. If a linking situation occurs, the system stores all data and reference markers with the Linking Signed Highway System within the linked segment.

- Suffix—Character added to the end of the Signed Highway Number to further partition the number or, in the case of business routes, to indicate geographical routing. Valid values are determined by the Signed Highway System as shown in the Highway Constraints table.
Reference Marker Group—Consists of the Reference Marker Number + Reference Marker Suffix + Signed Reference Marker Displacement:
- Number—Official number posted on the signed highway route. Used together with the other components of the Reference Marker Group to locate roadway data in TRM. Determine valid values by the function. TRM numbers markers from state line to state line and from westernmost or northernmost point of the Highway origin. (South to north for interstate highway numbering.) Valid values, as shown in the Highway Constraints table, are: 0000 to 9999 (for interstate highways); 0010 to 9998 (for non-interstate highways)
- Suffix—Posted suffix character, if any, appended to the reference marker number on the signed highway route. Used together with the other components of the Reference Marker Group to locate data on the highway in TRM. Valid values, as shown in the Highway Constraints table, are: Blank (no suffix) or A thru Z.
- Sign—Symbol indicating the ascending or descending direction to a data feature or attribute from a posted reference marker. Valid values are: + (displacement in ascending reference marker direction) or – (displacement in descending reference marker direction).
- Displacement—Distance in miles from a posted reference marker on the signed highway route to a data feature or attribute. Used together with the other components of the Reference Marker Group to locate data on the highway in TRM. Valid values are: 00.000 to 99.999
Roadbed-Id—Data stored and processed per roadbed requires the Roadbed-ID as part of the location key. Data relating to the entire roadway does not use Roadbed-ID as part of its location key.
